Here is a start.

Raise the SS age to 67

Raise the medicare age to 67

Require a mandatory co-pay of $25 per visit for medicare. 

Cut military spending by 10 % per year the next 5 year so you have cut a total of  between 30 and 40 % by 2017.

Along w/ this some largely symbolic but important issues -- eliminate Public Broadcasting funding.  Cut all funding of the arts by 50 %.  (It's great but we can afford it.  Just like the tennis club membership I want.)  Cut congressional and senate salaries by 15 % till the budget is balanced.  Cut all pork except true infra structure issues.  

De-criminalize marijuana and put that $$ saved and made through taxing it into the budget reduction.  

Raise taxes by 10 % on those earning over 350,000 per year.   

Give all Calvinistic and Reformed churches in America $45,000 per month if they agree to preach against Joel Osteen, Benny Hinn and John Hagee 5 times a year.

I would raise Congress pay but have a constitutional amendment that:

a. limits the times Congressmen can succeed themselves (twice for Senators and three times for Representatives). Those prohibition for succeeding themselves applies to anyone related to the Congressman by blood or marriage to the second degree or any staff member. Terms are four years for Representatives and 8 for Senators for their first terms and two years for Reps and 6 years for any succeeding term (it is offensive in a Republic to have a wife or child succeed someone)

b. Dramatically increase the size of the house of Representatives so each Representative represents about 60,000 voters so there are 5000 representatives--they are still positioned among states but are elected at large not from single member districts) States are free to allow cumulative or approval voting.

c. Double the size of the Senate.

Although counter intuitive, the idea is to by increasing the size of Congress you dilute the mischief any single member can make and make it more attractive to not run for a suceeding term.

Also increase the President's first term to six years but second term is still four years

Re-ratify the Bill of Rights and the Fourteenth Amendment but adding a clause to each that says "This time we really mean it."
