CONTEXT ADDED BY ADMIN: END OF CONTEXT Perhaps diffuse government is the answer. Perhaps getting the decision making as close to the people those decisions affect is the answer. Perhaps letting the people that those decisions affect be fiscally responsible for those decisions is the answer.
