Two dozen a year? Really? My guess is that this scenario happened once and you are using the above hyperbole to try to make your point. I am pretty sure the cops in Gainesville or wherever the hell you live aren't staking out family tailgates just to bust kids for constructive MIP while unloading the family truckster. If these kids are being busted for MIP, it is probably because their parents are letting them drink beer and not because they just happen to be standing there.
