Michael Moore should be the next mayor and Oprah should be Police Chief. Sean Penn can be in charge of trash collection and Harry Connick, Jr. can be in charge of evacuations. Jesse Jackson can be Minister of Looting. They should all move there and invest heavily in real estate.
