Always protect the borders and citizens perfectly from all possible threats so that every true danger is smelled out and halted before it gets traction. Never violate any rights of any innocent person who may just seem to be a threat. Never do any unnecessary detective work or surveilance on those who merely look guilty but always do the proper detective work and surveilance on true threats.
Now -- why is that so hard to understand?
