I really don't know if noise complaints give police the right to drag someone out of their apartment, taser them, curse at them, and beat them with sticks. But it sure seems people are more and more standing up to officers and refusing to cooperate if they sense their rights are being abused.

Well the loud music was stopped by tasering, beatings, loud cursing, yelling, and screaming.
I would say a qualified success. But only cause no one got shot, then it would be unqualified.
